Harper brand is not directly accessible on the Internet is distributed by a Chinese importer which has several small marks.
I'm no expert, but I will make an objective description of this bass.

The nut must be plastic imitation wood, not great.
The keys are in an oil bath, and play in the gears! Fortunately they are tuning.
The original microphone type are single coil I think format 114x38 and poor quality. If the SI is poor, others are not rich. We hear the difference between the neck and bridge, it still manages to play with. 1 volume and 1 tone with mic, that's all.
I quickly changed the wiring (which was clean), faradised space of knobs and the back of the plate, a micro volume, 1 tone, 1 master volume. The idea is to make a balance between the microphones and adjust the volume without touching the balance.Plus place to get a sound.
To finish with these pickups, I just replace them with a kit CREL JBMorph ... See opinion on it ...
This bass is pretty heavy (5.5kg), it is a good strap and strap-lock. on the other hand, it is balanced.
Seen together, it's a nice product to begin with.
UTILIZATION

I play jazz and bossa of 2 amps sound different: an Ashdown C115-300 and an old Marshall 60W 15 inches. An old Quadraverb GT uses discrete compressor and noise gate: I now have a sound that goes well with other instruments.
OVERALL OPINION
I for 3 years now, two years of patience to play fair, and now it is changed, it is a treat.
For an instrument made in China and bought cheap, cheat a little and good microphones, I am satisfied with this instrument.
While this is not a low mark or even less a work of maker, but it works well for my amateur level.
