well I have recorded some songs using Sound Forge v8, and there i can decrese the rate speed but it only does it when playing in Sound Forge, but I want to know how to decrese the rate speed on the file so when I burn it or play it on a nother program it plays at the speed I wanted to...

So any body knows how???

When you slow down something, it gets longer, so something that lasts 4 seconds, slowed down to half, will then last 8 seconds, that's how soundforge works

Did you mean you want to make the pitch lower without making the sample longer ?
If that's the case you need to use
Effects > Pitch > Shift
then put in the amout you want to shift by (up or down)

But I dont want to add more the file, I just only want to time strech what I all ready recorded
