Mandolin is a very versitile instrument but the only genre for which books are published is bluegrass.

You're definitely right, it's very difficult to find books for Mandolin that aren't bluegrass. In case you're interested, we do have a series called Just for Fun that includes Mandolin (banjo, ukulele, and guitar too) and isn't just bluegrass. You can find more info on them at www.alfred.com/justforfun. There are songbooks with arrangements for Easy Rock, Classic Rock, Jazz, Pop, and Christmas.
