I am alloking at the delta 1010 and am wondering if the outputs are individual for each channel? If this is the case how would i connect the soundcard to my powered monitors?

The Delta 1010 comes with a software control panel that has a virtual patch panel in it. You can assign it pretty much however you want. I have all of my tracks in Cakewalk assigned to "Wave Out 1/2" which is output 1 and 2 on the Delta as a stereo pair. I run it back into my mixer as just another stereo audio source, just like my keyboard. The monitors are hooked to the output of the mixer.
