HELP!!!

system specs:
Dell Optiplex GX280
Intel Pentium 4 3.00GHz
1.00 GB RAM
Windows XP PRO
SP 2

Layla Info:
Layla by Echo 20 bit multi-track recording system
WDM 6.11 driver

ISSUE:
Having an issue with all tracks in the audio being played over speakers slower and distorted and continueing to play after track should have been done playing (another words for every 1 second of music playing over speakers 1.5 seconds of audio has been sent to sound card from Cool Edit Pro 2.1 im thinking it is just a buffer problem in cool edit pro because when i play the same track in media player it is fine. I have tried every buffer setting i can think of but still nothing working. if you have any ideas PLEASE help me!

UPDATE ON THIS:

When ihave Media Player just open in the background it works fine in cool edit pro but as soon as i close media player it goes back to its original issue

Check your sampling and play playback rate options, sounds like it's downsampling but not clocking correctly.

i have no idea how...i have tried every combo of the buffers and buffer size
