heres another AVP-1 Antares Auto-Tune PROBLEM

i just bought this for the "cher effect". i know to set the auto-tune speed to 0, and i know how to set the scale and everything, and the auto-tune IS on. but it is not tuning my vocals. the correction meter shows a blank (no lights), and there is no effect. even when the auto-tune is set to a higher number it fails to tune my voice. Occasionally it will catch a bit of the mic, and tune it, but not at speed 0 (when it is set to 0) and only in very high pitches. i have played around with this for a while, and i can't figure out the problem.
