Thread Avance AC97 latency problem within Cubase VST3.5

Hi there,
I've searched the forum for the answer to this question, but so far, no luck, so I'm hoping someone here may be able to help.

Basically, we're trying to get Cubase VST 3.5 up and running under WinXP using the above soundcard.
Not sure how much RAM is available on the machine in question, (we're at different ends of the country, I'm helping my pal over the phone) but I'm guessing it's anywhere from 128mb upwards.

We've tried reducing the number of audio tracks available from within the options->audio-system setup menu, as well as reducing the buffer size (as mentioned in the docs) however, the latency time is seemingly stuck at around 750ms!! which is completely ridiculous.

Would anyone have any suggestions as to how to go about reducing the latency time to something a bit more respectable? I'm not really a Windows afficionado as I'm running Cubase under Mac OS9 so I'm not clued upon changing soundcard properties under Windows, but any help would be greatly appreciated.
