Hello. I am running Cubase and Reason and having great success. However, when I add vocals to a track I would love to add effects to them. What program do I need? I want to add layers to my vocals and some distortive effects. I am really looking for a program that allows flexibility with the altering of vocals.

any vocal vst effect will do.
google for some freeware vst vocal effets. Yamaha Vocal Rack vst is quite nice...
