Thread annoying hiss

Ok, this has nothing to do with recording vocals or anything. When I have my FL Studio open, I get this really annoying "rolling" hiss that comes and goes about every 30 seconds. In all honesty, it sounds like a wave rolling in and out ont he beach!!
I have searched all over and can't find anything that could be causing it.
I am using asio4all, no mic hooked up, and a soundblaster live platinum card. I have tried every possible sound card combination and even updated all drivers. It records into the song when I record it and it won't go away!
I have checked all my levels and all are below 50%. I'm stumped but it's really annoying!!!

seems some kind of interference or sync error...

how about trying with a different card?
