Using Axiom air with expression pedal

Hello can anyone here help me to use an expression pedal to control vst volume.
I am using the m audio ex-p pedal. I followed the manual's instructions and assigned cc#7 as volume. It only gets to about half the volume when pressed down all the way. I tried adjusting the knob on the pedal which did nothing.
